North Dakota Farmers Union Membership System

OffRoad Software is currently building and designing a membership system to replace the aging membership management system for North Dakota Farmers Union (NDFU). The previous system was developed in the late 1980's around an AS400 technology framework.

In 2005, OffRoad Software started initial development of a balloting system that NDFU used for their annual convention. This system has evolved from the initial ballot system to include an on-line credential system that provided tools for delegate registration.

In 2011, early work was started for the conversion of the remainder of the membership components. The membership system was designed around a modern client-server architecture that provides access to incorporate modern technology solutions including Web Services, messaging, SOAP services, as well as e-commerce capabilities.

With the completion of the core membership system in early 2013, work is now underway to add additional components and capabilities. For 2014, management tools were incorporated for youth services which include on-line youth camp registration, and youth awards. These services include an e-commerce solution that provides the ability to complete the youth camp registration process entirely on-line. Additional work is planned to provide a broader range of on-line membership services.

North Dakota Farmers Union began on-line enrollment for carbon credit in 2003. OffRoad Software designed and developed the initial system for Farmers Union as a simple, forms based on-line solution. However, North Dakota Farmers Union quickly began to recognize needs to integrate this enrollment system with a mapping base to provide better tools to define and outline acres that would be enrolled for carbon credits. OffRoad Software began exploring a variety of options and initial map services were provided using open-source solutions provided by MapServer and PostGIS. These services were first introduced for North Dakota in early 2005, and then expanded to include a total of 9 states by 2006. The initial map services integrated a unique set of tools to select existing CLU boundaries to define field boundaries for enrollment as well as tools to quickly establish field boundaries using standard point-and-click heads up digitizing.

In early 2006, Farmers Union moved to expand their enrollment system to include all of the lower 48 states and the decision was made to move the mapping backend away from the open source services to Google Maps. This decision was made because of the tremendous data development costs associated with developing the base data for the remaining states and to provide a consistent, familiar interface for the farmers and ranchers that Google Maps offered. Offroad Software modified the mapping components and adapted the enrollment process and the process of defining the field boundaries to accommodate Google Maps and this was rolled into service before the end of 2006.

In addition to moving the enrollment system to Google Maps, additional features were added during this same time frame to provide the means for farmers and ranchers to upload documentation, contract details, and related information. The system was also modified to provide a means to select random contracts and provide all of the necessary contracts, documentation, and related details to the independent field verification contractors. The verification contractors were also provided tools to convey the results of the verification inspections back to Farmers Union staff. All of this was accomplished through the on-line web solution that was embedded into the Carbon Credit Enrollment system.

Due to market conditions, North Dakota Farmers Union stopped taking new enrollments for the Carbon Credit Program in 2010. However, during the open enrollment process Farmers Union had an active participation with more than 7 million acres that were enrolled through their on-line system.
